CSS is proud to have partnered with the State of Maryland and the larger Enterprise Budgeting System (EBS) Major Information Technology Development Project (MITDP) vendor team to bring the new Budget Analysis and Reporting System (BARS) to the state budgeting community from concept development through initial operating capability to current operations and maintenance stabilization.
CSS successfully completed a five (5) year task order to provide project management and technical staffing services related to the replacement of the State of Maryland’s legacy enterprise budgeting system. This MITDP was sponsored by the Department of Budget and Management (DBM) and served the State budgeting community to include all Maryland executive agencies, higher education institutions, the Judiciary and the State Legislature. CSS developed and supported the EBS Program Management Office (PMO) with our team composed of technical and functional project managers as well as a data architect, a quality manager and an interface manager. CSS’s services spanned requirements elicitation and management, market research, acquisition support, automated life cycle tools administration, concept of operations development, agile practices adoption, process and deliverable audits, test strategy and support, stakeholder outreach and communications, application service desk support and cloud infrastructure and security liaison activities with the Department of Information Technology (DoIT).
CSS Enterprise Budgeting System Team
CSS is proud to have supported CACI International’s successful deployment of the U.S. Army’s Integrated Personnel and Pay System (IPPS-A) Program. CSS has been providing Oracle Database Management Support over the past 4+ years.
“IPPS-A is an enterprise technology that will standardize, streamline, and integrate Soldier personnel and pay processes and data across all Army components (Active Army, Army National Guard, and Army Reserve). As the largest integrated human resources system in the world of its kind, it will be the authoritative source of personnel and pay information for more than one million Soldiers and discontinue the Army’s reliance on more than 40 different systems. For the first time, individual Soldiers will have access to view their personnel record in a web-based Human Resources system that will allow for self-service capabilities without having to visit a Human Resources office.”. CSS was recently awarded a 5 year prime contract with State of Maryland Motor Vehicle Administration (MVA). Under this contract CSS is responsible for providing Business Intelligence (BI) Support Services as required by the Maryland MVA.
CSS was recently awarded a subcontract with the Federal Energy Regulatory Commission (FERC) through our partner Abaco Strategy, LLC to provide procurement consulting support.
CSS was recently awarded a 5 year prime contract with the Technology Services Department of the Management Division of the Board of Governors of the Federal Reserve System. Under this contract CSS will be asked to provide support in the following categories: Administrative, Business Intelligence, Change Management, Compliance, Configuration Management / Enterprise Architecture, Help Desk Support, Project and Program Management, System Analysis / Engineering, System Development / Database Administration, and Security / System Administration. Projects will include support associated with maintenance and security of current and future on-premise and cloud solutions, infrastructure including enterprise resource planning (ERP) applications, Human Capital Management (HCM) and Customer Relationship Management (CRM) applications, Oracle E-Business Suite (EBS), Oracle Business Intelligence Suite (OBI), commercial off-the-self software (COTS) packages as well as custom developed tools.
CSS was recently awarded a 2 year prime contract with the Maryland State Department of Education Longitudinal Data Systems Center (MLDS Center). The mission of the MLDS Center is to develop and maintain a data system that contains student data from all levels of education and workforce data in order to provide analyses, produce relevant information, and inform choices to improve student and workforce outcomes, while ensuring the highest standards of system security and data privacy. Under this contract CSS will be providing Technical Project Management Support. Our TPM will be responsible for the management, design, development, and implementation of the Synthetic Data Project (SDP) that shall deliver a data warehouse containing student information and synthetic data sets. The TPM will be responsible for creating all supporting documentation including but not limited to custom data models, custom coded ETL processes, source to target mappings, data dictionaries, semantic data layers, and data refresh processes.
CSS is proud to support Loudoun Elevating Quality of Life Skills (EQOLS), a collaboration of local groups seeking to elevate the quality of life of our Loudoun community through education, skills, confidence, and greater access to resources. Programs offered by EQOLS include free classes in Life Skills English Literacy, STEM Family Computer Skills, Immigrant Advancement Workshops, Children’s Spanish-English Bi-Literacy and Self Advocacy, and one-to-one tutoring, Students create their first resumes, complete their US citizenship application, obtain jobs, are exposed to computer programming, create email accounts, and improve their everyday communication skills in English. https://www.facebook.com/groups/268407000550317/

CSS was awarded a contract with the State of Maryland Longitudinal Data System Center (MLDSC), System Management Department and University System of Maryland (USM) to collaborate with research teams to support the build out of a new data warehouse to be used for federally funded projects. The scope will focus on elaborating existing Requirements, Design, Development, and Integration and Testing Phases in a highly interactive and iterative system development methodology. https://mldscenter.maryland.gov/

CSS was recently awarded a 1 year extension to its U.S. Treasury Department, Fiscal Service (FS) Business Intelligence (BI) support Blanket Purchase Agreement (BPA). The new task order is to continue support of Fiscal Service’s Treasury Check Information System (TCIS). The U. S. Treasury Bureau of the Fiscal Service, Payment Management, manages and operates Federal disbursement and related payment aftermath systems. The Treasury Check Information System (TCIS) application includes an online WebFOCUS query and reporting environment for Fiscal Service and Federal Agency users. TCIS queries and reports provide information for check and ACH payment data, non-receipt claims information, ACH reclamation information, and a series of WebFOCUS reporting dashboards for operational and ad-hoc reports. TCIS accesses data from several legacy applications to include Payments, Claims, and Enhanced Reconciliation (PACER), Treasury Receivables, Accounting and Collection System (TRACS), Teletrace, Pega, and Frontier. TCIS is managed by the Philadelphia Financial Center (PFC). The objective of the Task Order is to provide technical WebFOCUS expertise and payment aftermath subject matter expertise in support of TCIS changes that impact the Integrated View and WebFOCUS dashboard components. The CSS Team supports TCIS changes by providing expert knowledge of WebFOCUS architecture, security architecture, payment aftermath expertise, database design, WebFOCUS development, unit testing, and user acceptance testing support. In addition, CSS assists PFC with the evaluation of proposed changes to determine whether the change is feasible. The CSS Team assesses the enhancement value relative to business process changes, productivity gains, operational efficiencies, paper reduction, and cost savings. We also support the requirements gathering, system design, development, unit testing, user acceptance testing, and implementation planning for user change requests.
